The elapsed time from when a pull request is opened to when it receives its final approval, measuring the speed of the code review process.

What Is Review Cycle Time?

Review cycle time is the total elapsed time between the moment a developer opens a pull request and the moment that pull request receives its final approval from a reviewer. It captures the end-to-end duration of the review process, including waiting time, back-and-forth discussions, requested changes, and re-reviews. Unlike metrics that only measure a single interaction, review cycle time reflects the entire lifecycle of a code review.

This metric is one of the most important indicators of engineering team health. A short review cycle time means code flows quickly from development into production, reducing context-switching costs and keeping developers in a productive state. A long review cycle time signals bottlenecks — whether from reviewer availability, unclear code, oversized pull requests, or process friction — that slow down the entire delivery pipeline.

Review cycle time is typically measured in hours or days. Industry benchmarks vary, but high-performing teams generally aim for a review cycle time under 24 hours. Teams tracking this metric often break it down into sub-components like time to first review, review iteration time, and time from approval to merge.

How It Works

Review cycle time starts the clock when a pull request transitions from draft to “ready for review” (or when it is opened, if no draft state is used) and stops when the final required approval is submitted. The calculation is straightforward:

Review Cycle Time = Timestamp of Final Approval - Timestamp of PR Opened

For a more granular view, teams decompose this into stages:

Review Cycle Time = Time to First Review
                  + (Number of Review Rounds × Average Iteration Time)
                  + Final Approval Delay

Most engineering analytics platforms — such as LinearB, CodeScene, and Sleuth — calculate review cycle time automatically by connecting to your Git hosting provider. They pull event timestamps from the pull request timeline: when it was opened, when comments were posted, when changes were requested, and when approvals landed.

A practical example: a developer opens a PR at 9:00 AM on Monday. The first reviewer comments at 2:00 PM requesting changes. The developer pushes fixes at 4:00 PM. The reviewer approves at 10:00 AM on Tuesday. The review cycle time is 25 hours. If a second reviewer was required and approved at 11:00 AM Tuesday, the cycle time extends to 26 hours.

Teams using branch protection rules that require multiple approvals will naturally see longer cycle times, which makes it important to distinguish between process-imposed delays and genuine review friction.

Why It Matters

Review cycle time directly affects developer productivity and satisfaction. Research from the DORA (DevOps Research and Assessment) program consistently shows that lead time for changes — of which review cycle time is a major component — is one of the four key metrics that separate elite engineering organizations from low performers.

When review cycle time stretches beyond a day, developers are forced to context-switch. They move on to other work while waiting for feedback, and when the review finally arrives, they must mentally reload the original problem space. Studies estimate that context-switching can cost 15 to 25 minutes per interruption, and long review cycles multiply this cost across every open pull request.

Long cycle times also increase merge conflict risk. The longer a branch sits unmerged, the more likely it is to diverge from the main branch, requiring additional effort to resolve conflicts and re-test. This creates a compounding effect: slow reviews lead to more conflicts, which lead to more rework, which leads to even slower reviews.

From a business perspective, review cycle time is a leading indicator of deployment frequency. Teams that review code quickly ship features faster, respond to bugs sooner, and maintain higher morale. Google’s internal research found that keeping review turnaround under 24 hours was the single most impactful practice for sustaining development velocity at scale.

Best Practices

  • Keep pull requests small. PRs under 400 lines of changed code receive faster, higher-quality reviews. Large PRs sit in the queue longer because reviewers procrastinate on daunting diffs. Break large features into a series of incremental, reviewable changes.

  • Set explicit SLAs for review turnaround. Establish a team norm — such as “first review within 4 business hours” — and track adherence. Making the expectation visible creates accountability without micromanagement.

  • Use automated review tools for the first pass. AI-powered code review tools like CodeAnt AI or CodeRabbit can provide immediate feedback on style, bugs, and security issues, reducing the number of review rounds needed from human reviewers.

  • Track and visualize the metric. Display review cycle time on a team dashboard. Trends matter more than individual data points — watch for gradual increases that signal growing friction before they become painful.

Common Mistakes

  • Measuring only the average and ignoring outliers. A team with a 12-hour average review cycle time might still have 10% of PRs waiting more than 3 days. Outliers erode trust and slow critical work. Track the 90th and 95th percentiles alongside the median to get the full picture.

  • Optimizing for speed at the expense of thoroughness. Pressuring reviewers to approve quickly leads to rubber-stamp reviews, where code gets a superficial glance and an instant approval. The goal is fast and thorough, not just fast. If cycle time drops but defect rates rise, the metric improvement is illusory.

  • Ignoring non-business hours in the calculation. A PR opened at 5:00 PM on Friday and approved at 9:00 AM on Monday shows a 64-hour cycle time, but only 1 hour of that was actionable. Use business-hours-adjusted cycle time to get a fair comparison across teams and time zones.
