A superficial code review where the reviewer approves changes without meaningful examination, providing a false sense of quality assurance.

What Is a Rubber Stamp Review?

A rubber stamp review is a code review in which the reviewer approves a pull request without genuinely examining the changes. The reviewer glances at the diff — or skips it entirely — and clicks “Approve” to move the process along. The term borrows from bureaucratic language, where a rubber stamp signifies automatic, thoughtless approval of documents.

Rubber stamping is one of the most pervasive and damaging anti-patterns in software engineering. It preserves the appearance of a functioning review process while delivering none of the benefits. Bugs, security vulnerabilities, and architectural problems pass through undetected because no one actually scrutinized the code. The team believes it has peer review as a safety net, but the net has holes large enough for critical defects to fall through.

The pattern is especially insidious because it is invisible in most metrics. Approval rates stay high. Review cycle times look fast. Pull requests merge promptly. Everything appears healthy on dashboards, but defect rates in production tell a different story. Identifying rubber stamping requires looking at secondary signals — review comment counts, approval times relative to diff size, and defect escape rates.

How It Works

Rubber stamp reviews follow a predictable pattern. A pull request is opened, and a reviewer is assigned or volunteers. Instead of reading the code, understanding the context, and verifying correctness, the reviewer takes a shortcut:

PR opened with 400 lines changed    → 10:02 AM
Reviewer assigned                   → 10:03 AM
Reviewer submits "Approved"         → 10:05 AM
Total review time: 2 minutes

Two minutes to review 400 lines of code is not a review — it is a formality. At typical reading speeds, a thorough review of 400 lines takes 30 to 60 minutes, depending on complexity.

Common variations of rubber stamping include:

  • The silent approval: No comments, no questions, just an approval submitted within minutes of assignment.
  • The “LGTM” approval: A single comment — “Looks good to me” — with no indication of what was actually examined.
  • The trust-based bypass: “I trust the author, they know what they are doing.” Trust is valuable, but it is not a substitute for verification.
  • The reciprocal stamp: Two developers informally agree to approve each other’s PRs without real review, creating a mutual rubber-stamping arrangement.

Detection is possible by correlating review behavior with PR characteristics. A useful heuristic:

If (approval_time - assignment_time) < (lines_changed / 200) minutes:
    flag as potential rubber stamp

This formula assumes a reviewer can meaningfully examine roughly 200 lines per hour, a rate consistent with research from SmartBear and Cisco’s code review studies.

Why It Matters

The consequences of widespread rubber stamping compound over time. In the short term, individual bugs slip through. In the long term, the entire codebase degrades because the review process that was supposed to maintain quality standards has become theater.

Research from Microsoft found that code review catches 60 to 90 percent of defects before they reach production — but only when reviews are conducted thoroughly. Rubber-stamped reviews catch close to zero percent, because the reviewer is not actually looking for problems. The result is a team that pays the time cost of code review (waiting for approvals, managing PR queues) without receiving any of the quality benefits.

Rubber stamping also undermines knowledge sharing, which is one of the most valuable secondary benefits of code review. When a reviewer genuinely engages with a PR, they learn about parts of the codebase they did not write, spread awareness of architectural decisions, and build shared context. A rubber stamp skips all of this. Over time, knowledge becomes siloed, and the team loses the resilience that comes from multiple people understanding each area of the code.

There is also a cultural cost. When junior developers see senior engineers rubber-stamping reviews, they internalize the message that reviews do not matter. This lowers the bar for the entire team and makes it harder to establish a culture of thorough, constructive review.

Best Practices

  • Track review depth metrics, not just speed. Measure comment density (comments per 100 lines reviewed), the ratio of approvals that include substantive comments, and the average time spent per line of diff. Low comment density combined with fast approval times is a strong rubber-stamping signal.

  • Require review checklists for non-trivial PRs. A simple checklist — covering correctness, security, performance, readability, and test coverage — forces the reviewer to engage with the code along multiple dimensions. Tools like GitHub’s pull request templates make it easy to embed a checklist in every review.

  • Set minimum review time expectations. While you should not artificially slow down reviews, a team norm like “spend at least 1 minute per 50 lines changed” sets a floor that discourages the 2-minute-approval pattern.

  • Use AI review tools to raise the baseline. Automated review tools like CodeAnt AI, CodeRabbit, and SonarQube provide detailed, line-level feedback on every PR. When an AI tool has already flagged issues that a human reviewer ignored, it becomes obvious that the human review was superficial.

  • Rotate reviewers and avoid reciprocal pairs. If the same two developers always review each other’s code, rubber stamping becomes more likely. Randomized or round-robin reviewer assignment breaks these patterns and brings fresh eyes to every PR.

Common Mistakes

  • Blaming individual reviewers instead of fixing systemic causes. Rubber stamping is almost always a symptom of a deeper problem: too many PRs in the queue, PRs that are too large to review comfortably, unclear review expectations, or a culture that rewards merge speed over code quality. Calling out individuals without addressing the root cause just drives the behavior underground.

  • Requiring more approvals as a countermeasure. Some teams respond to rubber stamping by increasing the minimum number of required approvals from one to two or three. This often backfires — it multiplies the number of rubber stamps per PR without improving review quality. Two superficial reviews are not better than one. Focus on review depth, not review count.

  • Assuming trust eliminates the need for review. Even highly experienced developers make mistakes, introduce subtle bugs, or make decisions that conflict with team conventions. The purpose of code review is not to question competence — it is to provide a second perspective. Trust the author and still read the code.
