The total elapsed time from when a code review is requested to when all feedback is addressed and the change is approved, a key metric for development velocity.

What Is Review Turnaround Time?

Review turnaround time is the total elapsed time from the moment a code review is requested — typically when a pull request is opened or marked as ready for review — to the moment the change receives its final approval and is ready to merge. It captures the complete duration of the review process, including the time spent waiting for a reviewer to start, the back-and-forth of review iterations, and any delays caused by availability, disagreements, or unclear feedback.

Review turnaround time is one of the most important leading indicators of engineering team velocity. It directly affects how quickly code moves from development into production. When review turnaround time is short — measured in hours rather than days — developers maintain context on their changes, resolve feedback efficiently, and keep their feature delivery cadence high. When turnaround time stretches to days, developers context-switch to other work, feedback becomes stale, merge conflicts accumulate, and the entire development pipeline slows down.

The metric is closely related to but distinct from review cycle time and time to first review. Time to first review measures only the initial response delay. Review cycle time measures from PR open to final approval. Review turnaround time is often used interchangeably with review cycle time, but some organizations define it as the total elapsed time including post-approval actions required before merge. The exact definition varies, but the core concern is the same: how long does code sit waiting in the review process?

How It Works

Review turnaround time is measured by tracking timestamps in the pull request lifecycle:

The turnaround time is composed of several sub-intervals:

Wait for first review. The time between opening the PR and receiving the first substantive comment. This is influenced by reviewer availability, team load, and notification practices. It is often the largest component of overall turnaround time.

Review discussion time. The time spent in active review — reading the code, writing comments, and discussing the approach. This is the productive part of the process.

Author response time. The time the author takes to address feedback, push new commits, and re-request review. Context switching and competing priorities extend this phase.

Re-review wait time. After the author addresses feedback, the reviewer must re-examine the changes. This introduces another wait cycle, and for complex changes there may be multiple rounds.

Engineering analytics platforms track review turnaround time automatically by integrating with GitHub, GitLab, or Bitbucket APIs. They collect timestamps for every PR event and compute turnaround time, breaking it down by team, reviewer, author, PR size, and time period. This data powers dashboards that help teams identify bottlenecks and track improvement efforts.

Why It Matters

Review turnaround time has cascading effects on the entire software delivery process.

Developer productivity. When a pull request sits in review for two days, the author must context-switch to other work and then context-switch back when feedback arrives. Research estimates each context switch costs 15-25 minutes of re-engagement time. A developer with three open PRs waiting for review may lose an hour or more per day to context-switching overhead alone.

Merge conflict risk. The longer a branch remains unmerged, the more likely it is to diverge from the main branch. Merge conflicts require additional development time, re-testing, and often a new review cycle. Teams with 48-hour review turnaround times experience significantly more merge conflicts than teams with 4-hour turnaround times.

Deployment frequency. Review turnaround time is a direct bottleneck on deployment frequency. If reviews take an average of two days, the team cannot deploy individual changes faster than every two days, regardless of how fast their CI/CD pipeline runs. Teams aiming for multiple daily deployments must achieve review turnaround measured in hours, not days.

Feature lead time. In DORA’s framework, lead time for changes — the time from code commit to production deployment — is a key performance indicator. Review turnaround time is often the largest component of lead time, exceeding build time, test time, and deployment time combined. Reducing review turnaround is typically the most impactful way to improve lead time.

Developer satisfaction. Slow reviews are a consistent source of developer frustration. Surveys consistently rank “waiting for code review” among the top productivity blockers developers experience. Improving review turnaround time directly improves developer experience and satisfaction.

Best Practices

  • Set explicit team SLAs. Establish a target for initial review response — “first review within 4 business hours” is a common standard for high-performing teams. Make the target visible, track adherence, and discuss it in retrospectives. Explicit expectations create accountability without micromanagement.

  • Keep pull requests small. PRs under 200-400 lines of code receive faster reviews because they require less reviewer effort. Large PRs sit in the queue because reviewers procrastinate on daunting diffs. Break features into incremental, independently reviewable changes.

  • Use AI code review for instant first-pass feedback. AI code review tools provide immediate feedback on style, bugs, and security issues within minutes of PR submission. This reduces the number of issues human reviewers need to flag, shortening the review discussion and reducing iteration rounds.

  • Distribute review load evenly. Review bottlenecks often occur because requests concentrate on a few senior engineers. Use round-robin assignment, CODEOWNERS configuration, and explicit rotation schedules to distribute reviews across the team.

  • Track and decompose the metric. Total turnaround time is less actionable than its components. If most time is spent waiting for the first review, the solution is reviewer availability. If most time is in re-review cycles, the solution is clearer first-pass feedback. Break the metric down to target the right interventions.

Common Mistakes

  • Measuring only business hours. A PR opened at 4:00 PM Friday and approved at 9:00 AM Monday has a calendar turnaround time of 65 hours but a business-hours turnaround of about 5 hours. Teams should decide whether to use calendar time or business hours and apply that choice consistently. Business-hours measurement is fairer for cross-timezone teams.

  • Optimizing for speed at the expense of quality. Pressure to reduce review turnaround time can lead to rubber-stamp reviews, where reviewers approve quickly without reading carefully. The goal is fast and thorough, not just fast. If turnaround time drops but the change failure rate rises, the improvement is counterproductive.

  • Ignoring the author’s contribution to turnaround time. Review turnaround is not solely the reviewer’s responsibility. Authors who submit large, poorly described PRs, take days to address feedback, or do not respond to reviewer questions contribute significantly to long turnaround times. Track author response time as a separate sub-metric to get the full picture.
